Dr. Bert J. Tuga is the 11th President of the Philippine Normal University (PNU), the National Center for Teacher Education. Before his current post, he has held the following positions at the University: Vice President for Finance and Administration, Vice President for University Relations and Advancement, and Campus Executive Director and Provost.
Dr. Tuga completed his PhD in Curriculum and Instruction in 2016 from the Philippine Normal University and subsequently completed a PhD Sandwich Program for his dissertation at the Ohio State University, Columbus, USA.
Outside PNU, Dr. Tuga serves as Executive Director of the United Nations Association of the Philippines, Regional Chair, PASUC-NCR, Board Member of the Philippine Association for Teachers of Educational Foundations, and a member of the Core Team of the Asia-Pacific Network on Global Citizenship Education. He is also an alumnus of the KOICA Fellowship Program on Higher Education Policy Development.
Currently, Dr. Tuga serves as the lead consultant of an international project on Global Citizenship Education implemented by UNESCO Bangkok.
Dr. Glenda O. De Lara is a respected educator and administrator at the Philippine Normal University–Manila, where she serves as Director of the Alumni Relations and Services Office (ARSO) and holds a faculty position in the Graduate School under the College of Graduate Studies and Teacher Education Research (CGSTER).
In her leadership role, Dr. De Lara actively fosters meaningful connections between PNU and its alumni community, organizing reunions, outreach efforts, and professional development events. She is frequently invited to speak at university and alumni-related functions.
Her academic contributions include co-authoring research on student wellbeing and nutrition, such as her work on “The Nutritional Status of PNU Students,” published in The Normal Lights.
Dr. De Lara’s engagement in both administrative and scholarly capacities highlights her unwavering commitment to advancing teacher education and strengthening the PNU alumni network.
